Mnemba Island Conservation Area

Mnemba is a private islet off Zanzibar's northeast tip whose surrounding house reef and atoll-like shallows are managed as a conservation area, the best-known snorkel and dive drawcard on the island. The shallow coral gardens hold dense schools of fusiliers, snappers, and sweetlips, green turtles graze the seagrass, and dolphins work the drop-off; humpbacks pass in season and whale sharks appear occasionally. Heavy visitor pressure is the management challenge — flotillas of boats converge from Nungwi and Matemwe — so the conservation area's fee, patrols, and coral-restoration projects exist to keep a very small reef viable under very large demand. Diving is easy and shallow, suited to training and long, unhurried reef time.

The rules that bind divers

Boats and guests entering the conservation area pay a per-person fee, collected by operators, which funds patrols and community projects; fishing is restricted within the protected zone. Landing on Mnemba island itself is off-limits to the public — it is a private lodge — and boats keep to the reef side. Operators are expected to hold licenses, use designated moorings or drift rather than anchor on coral, and enforce no-touch snorkeling; dolphin encounters fall under approach codes that patrols increasingly police. Visitor numbers at peak times remain high, so early starts are standard practice.
