Sipadan Island Park

Sipadan is Malaysia's only true oceanic island, a coral cap on a volcanic seamount rising 600 m from the Celebes Sea floor off Sabah. Its protection is built around scarcity: resorts were removed from the island in 2004, Sabah Parks took over management, and diving has run ever since on a strict daily permit quota, with divers staying on Mabul, Kapalai, or mainland Semporna and boating in. The reward is a wall ecosystem of rare intensity — Barracuda Point's storming vortex of chevron barracuda, gray reef sharks in the current, bumphead parrotfish at dawn, and more green and hawksbill turtles per dive than almost anywhere on earth, above the notorious Turtle Cavern.

The rules that bind divers

Diving is capped by a daily permit quota administered by Sabah Parks — long fixed at 120 divers per day and later raised to 176 — allocated through licensed resorts and dive operators, who rotate guests' Sipadan days; book well ahead and bring your certification card and passport for the checkpoint. No one stays overnight on the island, day access runs roughly dawn to late afternoon, and armed security is stationed there following regional kidnapping incidents years ago. Fishing is banned around the island, boats moor or hold off rather than anchor on reef, and Turtle Cavern entry requires cave training and specific permission.

Fees & permits: Sipadan permit fee per diver per day, charged by Sabah Parks through operators on top of dive packages; quota allocation, not price, is the real constraint.
