CMAS (World Underwater Federation)

The world federation of national diving federations, founded in 1959 with Jacques-Yves Cousteau as its first president, issuing the star-rating certifications taught by club systems across much of the world.

CMAS - the Confédération Mondiale des Activités Subaquatiques, or World Underwater Federation - is a different kind of organization from the commercial training agencies, and understanding that difference explains everything else about it. Founded in Monaco in 1959 with Jacques-Yves Cousteau as its first president, CMAS is a federation of national federations: the umbrella body under which country-level organizations - France's FFESSM, Germany's VDST, Italy's FIPSAS, and dozens more - train divers to shared international standards. It is also, uniquely among the bodies on this page, a sports governing federation, overseeing competitive underwater disciplines such as finswimming, underwater orienteering, and spearfishing alongside recreational diver training.

Its certification language is the star system, one of diving's oldest common currencies. Divers progress through one-star, two-star, and three-star ratings - broadly comparable to the entry, advanced-and-rescue, and dive-leader tiers of the commercial agencies - with a parallel ladder of instructor stars. A CMAS one-star diver is trained for guided and buddy diving to moderate depths, commonly taught to 20 m; two- and three-star ratings add depth, autonomy, rescue capability, and leadership. National federations implement the syllabus through their own club structures, which is where CMAS training gets its texture: courses typically run through volunteer-taught clubs over weeks or seasons rather than vacation intensives, with strong emphasis on watermanship, theory, and club diving culture.

Geographically, CMAS is strongest where the club tradition is strongest - continental Europe above all, with France, Italy, Germany, Spain, and much of central and eastern Europe training large shares of their divers under its banner - plus meaningful presence across the Mediterranean rim, North Africa, the Middle East, Latin America, and parts of Asia. In the English-speaking resort world its cards appear less often, and a young CMAS diver on a tropical dive boat may need a moment longer at the check-in desk than a PADI cardholder - a familiarity gap, not a validity one.

Recognition works through equivalence. CMAS ratings map cleanly onto the levels used by commercial agencies and onto the European and ISO standards for diver training, and operators worldwide accept them; crossing into another agency's continuing education from a CMAS rating is routine, with the star level translated to its equivalent tier. The reverse is equally standard for divers joining European clubs with commercial-agency cards. As always, a logbook showing recent experience smooths every such conversation.

Choosing CMAS is usually less a choice than an inheritance: divers who grow up in club systems earn its stars as the natural local path, often at modest cost, with training that unfolds over a season and a community attached to it for life. For divers outside those systems, the federation matters mainly as the standard behind their European buddies' cards and as a reminder that the sport's roots run through clubs, national federations, and Cousteau's generation as much as through any storefront.
