State the constraints first, because they shape everything. Mu Ko Similan National Park closes every year from about mid-May to mid-October for the southwest monsoon; there is no shoulder-season workaround. Sipadan is open year-round — April through September is the kindest window — but Malaysia caps the number of divers permitted each day, permits are distributed through operators, and nobody has stayed overnight on the island since the resorts were removed in 2004. You sleep on Mabul or Kapalai and take your permitted day when it comes.

Within those rules, the diving diverges beautifully. The Similans are a granite landscape: house-sized boulders tumbled into swim-throughs and canyons on the western sides, easy coral slopes on the east, all covered on relaxed four-to-five-night liveaboards from Khao Lak. The route's crescendo is Richelieu Rock, a purple-tinged pinnacle in open sea where late-season boats watch for whale sharks, and Koh Bon's ridge adds a manta chance. Thai liveaboards remain some of the best value in the sport.

Sipadan is a single oceanic drop-off with an ecosystem out of proportion to its size. Off Barracuda Point, barracuda school into a rotating silver cylinder big enough to swallow your buddy team; bumphead parrotfish graze past in dawn herds; green turtles are so numerous they become scenery. Non-permit days turn to Mabul's celebrated muck diving, so a week balances spectacle with small wonders.

Budget travelers and boulder romantics head for Thailand; fish-density chasers accept Sipadan's paperwork. Neither asks for more than solid recreational skills, though both reward comfort in current.
