Moalboal
Moalboal is a small town on Cebu's southwest coast where the reef wall starts a few fin kicks from the beach. Its calling card is the sardine run at Panagsama: a resident bait ball of millions of fish that swirls in the shallows year-round, no boat required. Add the walls of Pescador Island, turtles grazing the drop-off, cheap fun dives, and a strong freediving scene, and it is one of the easiest big-payoff dive towns in the Philippines.

Costs stay low, entries are mostly easy, and Kawasan's canyons and waterfalls sit twenty minutes away for the surface interval. It suits new divers genuinely well, yet the deeper seamounts and current-swept corners give experienced divers something to chase.

Comment s'y rendre: Fly to Cebu, then drive roughly 2.5-3.5 hours across the island to Moalboal; buses and vans run all day, and resorts arrange direct transfers to Panagsama or White Beach.
