Moalboal
Moalboal is a small town on Cebu's southwest coast where the reef wall starts a few fin kicks from the beach. Its calling card is the sardine run at Panagsama: a resident bait ball of millions of fish that swirls in the shallows year-round, no boat required. Add the walls of Pescador Island, turtles grazing the drop-off, cheap fun dives, and a strong freediving scene, and it is one of the easiest big-payoff dive towns in the Philippines.

The sardines are the reason most people come, and they hold up: a shape-shifting school that blackens the water column off Panagsama Beach in 2-10 m, close enough to snorkel before breakfast. Divers hang at the wall's lip while the ball parts around hunting jacks and the occasional thresher shark rumor keeps dawn dives interesting. Beyond the bait ball, the coast is a near-continuous drop-off pocked with sanctuaries, so a typical day mixes an outer-island trip to Pescador, with its light-shafted cavern funnel, and lazy wall dives where green turtles feed on sponges at safety-stop depth. Costs stay low, entries are mostly easy, and Kawasan's canyons and waterfalls sit twenty minutes away for the surface interval. It suits new divers genuinely well, yet the deeper seamounts and current-swept corners give experienced divers something to chase.

Hoe kom je er & verblijf
Hoe kom je er: Fly to Cebu, then drive roughly 2.5-3.5 hours across the island to Moalboal; buses and vans run all day, and resorts arrange direct transfers to Panagsama or White Beach.
Waar verblijven: Panagsama Beach holds the dive shops, guesthouses, and restaurants in a compact walkable strip; White Beach to the north is quieter and sandier. Book ahead around Holy Week and holidays.
Kosten: Fun dives commonly run about US$25-35 each including tanks and guide, with small per-site sanctuary fees on top; multi-dive packages drop the rate further.
Tussen de duiken door: Canyoneering at Kawasan Falls, motorbike loops over the island's spine, whale-shark tourism at Oslob an hour south (widely criticized on animal-welfare grounds; consider skipping), and sunset freediving.
Snorkelen: The sardine run is arguably better on breath-hold than on scuba, sitting in easy snorkeling depth right off the beach.

Use a surface marker near Panagsama's busy shallows and time shore exits with the surge. The wall drops fast; watch depth when following turtles or the bait ball down.
