Moalboal
Moalboal is a small town on Cebu's southwest coast where the reef wall starts a few fin kicks from the beach. Its calling card is the sardine run at Panagsama: a resident bait ball of millions of fish that swirls in the shallows year-round, no boat required. Add the walls of Pescador Island, turtles grazing the drop-off, cheap fun dives, and a strong freediving scene, and it is one of the easiest big-payoff dive towns in the Philippines.

Beyond the bait ball, the coast is a near-continuous drop-off pocked with sanctuaries, so a typical day mixes an outer-island trip to Pescador, with its light-shafted cavern funnel, and lazy wall dives where green turtles feed on sponges at safety-stop depth. Costs stay low, entries are mostly easy, and Kawasan's canyons and waterfalls sit twenty minutes away for the surface interval. It suits new divers genuinely well, yet the deeper seamounts and current-swept corners give experienced divers something to chase.

如何抵达: Fly to Cebu, then drive roughly 2.5-3.5 hours across the island to Moalboal; buses and vans run all day, and resorts arrange direct transfers to Panagsama or White Beach.
住宿推荐: Panagsama Beach holds the dive shops, guesthouses, and restaurants in a compact walkable strip; White Beach to the north is quieter and sandier. Book ahead around Holy Week and holidays.
