Sipadan & Mabul
Sipadan is Malaysia's only oceanic island, a coral cap on a pillar rising some 600 m from the Celebes Sea floor off Sabah. Its walls hold turtle numbers that sound invented until you see them, resident reef sharks, and the barracuda vortex that made Barracuda Point famous. Access is strictly rationed by permit, so divers stay on nearby Mabul or Kapalai, where muck diving fills the non-permit days.

Because the island sits in open ocean, the wall starts at your ankles and falls into serious depth within a fin kick, which concentrates life along a rim you can circle in a few days of diving. The permit system is the price of admission and also the reason it still works: daily numbers are capped, nobody sleeps on the island since resorts were cleared in 2004, and dive hours are restricted. Basing on Mabul turns limitation into variety, with frogfish, ghost pipefish, and flamboyant cuttlefish on the sand between Sipadan days. Book months ahead; the cap is real.
