The name is literal: two natural lava steps make a staircase into some of the most reliable shore-diving water in Hawaiʻi. The coral here is among the Kona coast's healthiest — cauliflower and lobe corals shingling down the slope — and the residents cycle through all day: yellow tang rivers, parrotfish, turtles heading for the surface in slow spirals, spinner dolphins some mornings out over the sand channel. Depth builds gently, so divers choose their commitment while snorkelers thrive above. Next door stands the Place of Refuge, whose sanctity shapes local expectations: park respectfully, keep voices down, and treat the bay as borrowed.
