Police Pier demonstrates Lembeh's central joke: the uglier the setting, the better the biology. Beneath a working dock near Bitung, pilings and sunken junk function as vertical reef, wrapped in sponges and swarmed by cardinalfish, including thick shoals of the introduced Banggai cardinalfish that have made the strait their adopted home. Frogfish of absurd sizes lounge on tires, ghost pipefish and seahorses hold in the shadows, and octopus conduct salvage operations across the bottom. Dusk dives here segue into mandarinfish territory nearby and squid hunting under the lights. Visibility is often poor and the soundtrack is pure harbor, yet many photographers log it among their favorite dives in the strait.
